JOINT RESOLUTION

Submitting to the legislatures of the several States a proposition to amend the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the States of Maine, New Hampshire, and Vermont are formed intofollowing article be proposed to the Legislatures of the several States as an amend shall cment to the Constitute ione State of the United States, to be called North New England; and the Stawhich, when ratified by three fourths of said Legislatures, shall be valid, to all intents of Massachusetts,and purposes, as a part of the said Connecticstitution, and Rhode Island, including the Pronamely:

ARTICLE XIII.

SEC. 1. Neither slavery nor involuntary servitudence Plantations, are, except as a punishment for crimed into and, whereof the party shall have been duly constitute one State ofvicted, shall exist within the United States, to be called South New England; andor any place subject to their jurisdiction.

SEC. 2. Congress shall pass all laws necessary and prophave power to give full effect toenforce this amendment of the Constiturticle by appropriate legislation.
