JOINT RESOLUTION

Submitting to the legislatures of the several States a proposition to amend the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, [(two thirds of both Houses concurring,) That the following articles be proposed to the Legislatures of the several States as amendments to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be valid, to all intents and purposes, as a part of the said Constitution, namely:]

ART. 1. Slavery or involuntary servitude, except as a punishment for crime, shall not exist in the United States.

ART. 2. The Congress, whenever a majority of the members elected to each House shall deem it necessary, may propose amendments to the Constitution, or, on the application of the Legislatures of a majority of the several States, shall call a convention for proposing amendments, which in either case shall be valid, to all intents and purposes, as part of the Constitution, when ratified by the Legislatures or two thirds of the several States, or by conventions in two thirds thereof, as the one or the other mode of ratification may be proposed by Congress.
