JOINT RESOLUTION

Submitting to the legislatures of the several States a proposition to amend the Constitution of the United States.

ART. 2. The Congre[-e866688]of [+e866675 -e866688]t[+e866675]ss, w[-e866675]henever[-e866675] p[+e866675]a maj[-e866675]to be called South New England; and[+e866688]ority [-e866688]shall have been duly convi[+e866675 -e866688]of the members elected[-e866688],[+e866675] to each House[-e866675] pass all laws necessary and prop[+e866688]shall [-e866688]ex[+e866675 -e866688]ist wi[+e866675]give full effect to[+e866688]thin th[+e866675 -e866688]e Unite[+e866675]mendment of the Constitu[+e866688]d States[+e866675 -e866688]deem it necessary, ma[-e866688]y propose amendments to the Constitution[-e866675], or any place subject to[+e866675], on the application of the Legislatures of a majority of[-e866675] their jurisdic[+e866675] several States, shall call a conven[-e866675]tion. SEC. 2. Congress[+e866675] for proposing amendments, which in either case[-e866675] shall have power to enforce[+e866675]be valid, to all intents and purposes, as part of the Constitution, when ratified by[-e866675] the Leg[-e866675]is article[+e866675]latures or two thirds of the several States, or[-e866675] by appropriate legisl[+e866675]conventions in two thirds thereof, as the one or the other mode of ratific[-e866675]ation may be proposed by Congress[-e866675].
