JOINT RESOLUTION

Submitting to the legislatures of the several States a proposition to amend the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, [[-e866675](two thirds of both Houses concurring,) That the following articles[-e866675] be proposed to the Legislatures of the several States as an[+e866675] amendments[-e866675] to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be valid, to all intents and purposes, as a part of the said Constitution, namely:][-e866675]

SEC[+e866675]. 1. Neither s[+e866675]S[-e866675]lavery n[+e866675]or involuntary servitude, except as a punishment for crime, w[+e866675]shall not exist in the United States. [-e866675]

ART. 14. The principal officer in each of the Executive Departments, and all persons connected with the diplomatic service, may be removed from office at the pleasure of the President. All other officers of the Executive Departments may be removed at any time by the President or other appointing power when their services are unnecessary, or for dishonesty, incapacity, inefficiency, misconduct, or neglect of duty, and when so removed, the removal shall be reported to the Senate, together with the reasons therefor.[+e866748]pose amendments to the Constitution[-e866675], or any place subject to[+e866675], on the application of the Legislatures of a majority of[-e866675] their jurisdic[+e866675] several States, shall call a conven[-e866675]tion.
