Joint Resolution

Proposing an amendment to the Constitution of the United States.

Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. All the maleNo discrimination shall be made in any State among the citizens of the United States residents of the several Stain the exercise of the elective franchisesnow or herefter compreheed in the Union, of the age of twenty-one years and upward,ttl to inn equal vote in all elections in theright to hold office in wherein they shall reside; thnany State period of such residence as a qualification for voting to be decided by eccount of rach State, except such citizens as shall engage in rebellioncolor, nativity, property, educainsurrection, or shall be dulyvicted, or creedtreaon or oth infamous crim.

Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
