Joint Resolution

Proposing an amendment to the Constitution of the United States.

Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. No discrimination shall be made in any State among thet vote and hold ofice in the United States and the several States and Territories shall belong to all male citizens of the United States who are in the exercise of the elective franchisewenty-neyears old, and who hae n been or shall not be duly convicte treason or other inamous crme: Provided, That nothing herein ontainddeprive the several States f the righto make such registration laws as shall emed ecessary to guard the purty of lections an to fix the terms of resinence which shall precede the exercise of the riht to vot: Anprovided, That the right to hold office in and the several States shall have the right to fix the age and other qualifications for office under their respective jurisdictions, which said registration laws, terms of residence, age, and nativity, property, educathequalifications shall be uniformly applicable to all male citizens, or creedthe United States.

Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
