MR WALL
__________

Meeting with Mr Nally

Thank you for your minute of 28 January. I have copied a minute of 24 January to the Foreign Secretary.

2. I enclose a copy of the Irish draft declaration, together with a commentary on it prepared by NIO. I apologise for the markings on it through which I recorded comments made by the Irish in our last discussion.

3. In view of the sensitivity of this document, I should be grateful if you would hold it personally and ensure that no further copies of it are made.

4. Mr Nally has been in touch with me, following the announcement of Mr Haughey's resignation. He is still proposing to come across next Friday. Subject to the Prime Minister's views, I do not propose to deter him from that: following Mr Haughey's resignation, and in the light of the outcome of that discussion, we will be able to consider whether Ministers want to take this initiative any further.
