A draft paper outlining contingency plans in the event of the acceptance or rejection of the Joint Declaration by the PIRA. For acceptance, this involes time scales for Sinn Féin to enter talks and eventual dismantling of emergency legislation and scaling back of military presence in Northern Ireland. Things Sinn Féin will push for include relaxation of broadcasting restrictions, access to government, lower profile of security forces, emergency legislation, release of prisoners and relaxation of prison regimes. HMG will press for a permanent end to violence and decommissioning. It will be necessary to coordinate with the Irish. NIO organisational changes. In the case of rejection, PR will be crucial, as will coordination with the Irish.
