Public Buildings and State Institutions

Section 1. All property and institutions of the Territory shall upon the adoption of the constitution shall become the property and institutions of the State of Utah.

Section 2. Reformatory and civil institutions and those for the benefit of the insane, blind, deaf and mute And such other institutions as the public good may require shall be established and supported by the State in such manner and under such boards of control as may be prescribed by law.

Section 3. The location of the seat of government shall be at Salt Lake City; provided, that there shall not be an appropriation of any money for the construction of a capitol building for a period of five years.
