[Resolutions of the Committee of the Whole House as Amended by the Convention]
1. Resolved that the government of the United States ought to consist of a Supreme Legislative, Judiciary, and Executive.
2. Resolved that the Legislature ought to consist of Two Branches.
3. Resolved that the Members of the first branch of the Legislature ought to be elected by the People of the several States for the term of two years; to receive an adequatfixed stipends, by which they may be compensated for the devotion ofor their time to public services; to be paid out of the National-Treasury;; to be of the age of 25 years at least
