Resolved, That William H. Koontz[+e863880]Alexander H. Coffroth, upon the certificate and papers relating to the election in the sixteenth congressional district of the State of Pennsylvania,[-e863880] has the prima facie right to the v[-e863880]acant[-e863880] seat from that d[-e863880]istrict, a[-e863880]nd is entitled to take[-e863880] this H[+e863880]e oath of office and occupy a seat in this h[-e863880]ouse as a R[+e863880]the r[-e863880]epresentative from the sixteenth c[+e863880]in C[-e863880]ongressional[+e863880] from said[-e863880] district of[+e863880], without prejudice to[-e863880] the State of Pennsylvania[+e863880]right of William H. Koontz, claiming to have been duly elected thereto, to contest his right to said seat upon the merits[-e863880].

Resolved, That Alexander[+e863880]William[-e863880] H. Coffroth[+e863880]Koontz[-e863880], desiring to contest the right of William[+e863880]Hon. Alexander[-e863880] H. Koontz[+e863880]Coffroth[-e863880] to a seat in this house [-e863880]as R[+e863880]a r[-e863880]epresentative o[+e863880]from[-e863880] the sixteenth Congressional [+e863880]district of the State of Pennsylvania[-e863880], be, and he is,[-e863880] required to serve upon the said Koontz[+e863880]Coffroth[-e863880], within fifteen days after the adoption[+e863880]passage[-e863880] of this resolution, a particular statement of the grounds of said contest;[+e863880],[-e863880] and that the said Koontz[+e863880]Coffroth[-e863880] be and he is hereby [-e863880]required to serve upon the said Coffroth[+e863880]Koontz[-e863880] his answer thereto within fifteen days thereafter;[+e863880],[-e863880] and that both parties be allowed sixty days next after the service of said answer to take testimony in support of their several allegations and denials;[+e863880],[-e863880] notices[+e863880] of proposed[+e863880]intention to[-e863880] examinations of[+e863880]e[-e863880] witnesses to be given to the opposite party[-e863880] at least five days before such[+e863880]their[-e863880] examinations; no such examination[+e863880], but neither party[-e863880] to b[+e863880]giv[-e863880]e comme[+e863880]noti[-e863880]ced at[+e863880] one place before the expiratio[+e863880]f taking testimony within less tha[-e863880]n o[+e863880]five days between[-e863880] the con[+e863880]clusion[+e863880]ose[-e863880] of the last examination[+e863880]aking it[-e863880] at another[+e863880]one[-e863880] place; such examinations to be regulated[+e863880] and its commencement at another, but[-e863880] in all other respects by[+e863880]in[-e863880] the manner [-e863880]provisions of[+e863880]escribed in[-e863880] the act of February 19, 1851.
