Resolved, That William H. KoontzAlexander H. Coffroth, upon the certificate and papers relating to the election in the sixteenth congressional district of the State of Pennsylvania, has the prima facie right to the vacant seat from that district, and is entitled to take this He oath of office and occupy a seat in this house as a Rthe representative from the sixteenth cin Congressional from said district of, without prejudice to the State of Pennsylvaniaright of William H. Koontz, claiming to have been duly elected thereto, to contest his right to said seat upon the merits.

Resolved, That AlexanderWilliam H. CoffrothKoontz, desiring to contest the right of WilliamHon. Alexander H. KoontzCoffroth to a seat in this house as Ra representative ofrom the sixteenth Congressional district of the State of Pennsylvania, be, and he is, required to serve upon the said KoontzCoffroth, within fifteen days after the adoptionpassage of this resolution, a particular statement of the grounds of said contest;, and that the said KoontzCoffroth be and he is hereby required to serve upon the said CoffrothKoontz his answer thereto within fifteen days thereafter;, and that both parties be allowed sixty days next after the service of said answer to take testimony in support of their several allegations and denials;, notices of proposedintention to examinations ofe witnesses to be given to the opposite party at least five days before suchtheir examinations; no such examination, but neither party to bgive commenoticed at one place before the expiratiof taking testimony within less than ofive days between the conclusionose of the last examinationaking it at anotherone place; such examinations to be regulated and its commencement at another, but in all other respects byin the manner provisions ofescribed in the act of February 19, 1851.
