A Bill

To amend an act entitled “An act to provide for the more efficient government of the rebel States,” passed March two, eighteen hundred and sixty-seven, and the several acts amendatory thereto.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That so much of the several acts relating to reconstruction as required a majority of the registered voters to determine any election, or the ratification of constitutions framed by conventions elected under the provisions of said acts, is hereby repealed; and at any election which has been or may hereafter be held for conventions or for ratification of constitutions framed thereby, a majority of the votes cast at such elections shall determine the result. Provided, nevertheless, That upon an election for the ratification of any constitution, or officers under the same in any State, no person not having the qualifications of an elector under the constitution and laws of such State, previous to the late rebellion, shall be allowed to vote, unless he shall possess one of the following qualification, viz:

First. He shall have served as a soldier in the federal army for one year or more.

Second. He shall have sufficient education to read the Constitution of the United States and to write his name.
