To guarantee to certain States whose governments have been usurped or overthrown a republican form of government.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

That the States declared to be in rebellion against the United States, and within which the authorion of ooity of sthe Constitution and laws of the United States 4zens,n a5has been overthrown, shall not be permitted to resumelm their political relations with th ofUnitedctively, a States untiloyal , by action ofshalle loyalrr7citizensS loy, wiordained and esthtablished, repusblica4 such Statesan in form foveritizensthnt within such State$1,500, rever prohibiting5rea rs befolaespel ctively, a Statee constitution shall be o8rdained and esrr tablished, republican in form, forever prohib9itingSec. . Sec. 2. And be it further enacted, That the State of Louisiana is hereby permitted to resume its political relations with the government of the United States under the constitution adopted by the convention which assembled on the sixth day of April, anno Domini eighteen hundred and sixty-four, at New Orleans.
