Joint Resolution

Proposing an amendment to the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two-thirds of both houses concurring,) That the following article be proposed to the legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three-fourths of said legislatures, shall be valid as part of the Constitution, namely:

ARTICLE XV.

Sec. 1. No State shall deny or abridge the right of its citizens to vote and hold office on account of race, color, or previous condition.

Sec. 2. The Congress, by appropriate legislation, may enforce the provisions of this article.

And this and all future proposed amendments to the Constitution, whether proposed by the Congress or a convention called by Congress on the application of the Legislatures of two thirds of the several States, instead of being submitted to the Legislatures or to conventions of the several States, shall be submitted to the vote of the people of each State; and if a majority of the people entitled to vote on the shall have power toosed amendment in three fourths of the several States shall vote in favor of to enforce this article by approposed amendment it shall, to all intentpriate legislationand purposes, be a part e Constitution.
