The Legislatures of the States of Kentucky, New Jersey, and Illinois have applied to Congress to call a convenJoint Resolution for proposingto amendments to the Constitution of the United States: Therefore, .

Be it resolved by the Senate and House of Representa-tives of the United States of America in Congress assembled, two-thirds of both houses concurring. That the Lfollowing arti-cle be proposed to the legislatures of the othseveral States be invited to takeas an amendment to the Constitubjection of such a convthe United States, which, when ration into consideration, andfied by three-fourths of said legislatures, shall be valid, to exprall intents and purposes, as part of their will said Constitution,

viz:

ARTICLE XIII

No amendment shat subjectll be made to the Constitution which will authorize or give to Congress power to abolish or interfere, within pursuance ofy State, with the domestic institutions the fifth artreof, including that of persons held to labor or servicle ofby the Constitution. laws of said State.
