Joint Resolution to amend the Constitution of the United States.

Be it resolved by the Senate and House of Representa-tives of the United States of America in Congress assembled, two-thirds of both houses concurring. That the following arti-cle be proposed to the legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three-fourths of said legislatures, shall be valid, to all intents and purposes, as part of the said Constitution,

viz:

ARTICLE XIII

No amendment shall be made tof theis Constitution which will authorize having for give to Congress power to abolish orobject any interfere,nce within anythe State,s with the domrela-tion between their citizens and those described in section sec-ond of the first article of the Constitution as “all othereof, including per-sons,” shall originate with any State that of persons held to labordoes not recognize that relation within its own limits, or service byhall be valid without the lawsassent of saidevery one of the States composing the Union.
