Section 1. The rights of labor shall have just protection through laws to promote the industrial welfare of the state. The Legislature shall provide by law for a board of labor arbitration, which shall fairly represent the interests of both capital and labor, and it shall be the duty of said board, under such regulations as may be provided by law, to endeavor by mediation and conciliation to effect a settlement of difficulties between employer and employes.

Section 2. The exchange of blacklists between corporations shall be prohibited.
