Congress shall have power to make all laws which shall be necessary and proper to secure to all persons in every scitizens of the United State full protection ins in each State the enjoysament pof life, libertytical rights and propertyivileges; and to all citizens of the Unitedpersons in every States in any State equal protection in the saenjoyme immunities and alsof equalife, political rightsberty and privilegesoperty.
