JOINT RESOLUTION

Submitting to the legislatures of the several States a proposition to amend the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, [[-e866675](two thirds of both Houses concurring,) That the following articles[-e866675] be proposed to the Legislatures of the several States as an[+e866675] amendments[-e866675] to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be valid, to all intents and purposes, as a part of the said Constitution, namely:][-e866675]

SEC[+e866675]. 1. Neither s[+e866675]S[-e866675]lavery n[+e866675]or involuntary servitude, except as a punishment for crime, w[+e866675]shall not exist in the United States. [-e866675]

ART. 2. T[-e866675]he Cong[-e866675]reof t[+e866675]ss, w[-e866675]henever[-e866675] p[+e866675]a majo[-e866675]ri[-e866675]ty shall have been duly convi[+e866675]of the members ele[-e866675]cted,[+e866675] to each House[-e866675] shall exist within the United States[+e866675]deem it necessary, may propose amendments to the Constitution[-e866675], or any place subject to[+e866675], on the application of the Legislatures of a majority of[-e866675] their jurisdic[+e866675] several States, shall call a conven[-e866675]tion. SEC. 2. Congress[+e866675] for proposing amendments, which in either case[-e866675] shall have power to enforce[+e866675]be valid, to all intents and purposes, as part of the Constitution, when ratified by[-e866675] the Leg[-e866675]is article[+e866675]latures or two thirds of the several States, or[-e866675] by appropriate legisl[+e866675]conventions in two thirds thereof, as the one or the other mode of ratific[-e866675]ation may be proposed by Congress[-e866675].
