Proposition Number 150

The common law doctrine of riparian water rights within this State shall not hereafter obtain or be of any force or effect in this State.

The waters of every river, creek or running stream in this State are hereby declared to the public property, subject, however, to beneficial use by any person or persons, company or corporation, under such reasonable restrictions and regulations as the legislative power may prescribe.
