The Committee creates reports on Propositions Number 25, 34, and 81, which are referred to the Convention. The Convention re-refers the reports to the Committee.

Mr. President: Your Committee on Railroads begs leave to report that it has examined Proposition Number 81, and respectfully recommends that it do not pass for the reason that such provisions of the Interstate Commerce Act as are applicable to interstate traffic are embodied in Proposition Number 113; that certain provisions of the Interstate Commerce Act are not applicable to local commerce, and that a delay might result in the creation of a commission in the event that there be a delay in the first legislative enactment provided therefore.
