The Committee receives Propositions Number 108, 111, and a communication from E.P. Cooke, and prepares reports on Propositions Number 21, 90, 51, 46, 31, 70, 61, and first state elections, which are referred to the Convention. Propositions Number 46 and 51 are recommitted.

Mr. President,
Your Committee on Suffrage and Elections begs leave to report that it has examined Proposition Number 21, and respectfully recommends that it be amended so as to read as follows:
"The general assembly at its first session shall enact a direct primary law, which shall also provide for an advisory vote on the election of senators."
