The Committee on Enrolled Bills respectfully report that on the 16th day of June, 1866, they presented to and filed with the Secretary of State of the United States a joint resolution of the following title, namely: "House Resolution No. 127;" a joint resolution proposing an amendment to the Constitution of the United States.
