It is hereby certified that at an election held on the 15th day of March, 1862, in the counties of Middlesex, Westmoreland, Richmond, Essex, Northumberland, King and Queen, Lancaster, Gloucester, Matthews, James City, the city of Williamsburg, New Kent, York, Warwick, Northampton, Accomae, and Elizabeth City, comprising the first congressional district of Virginia, Joseph Segar was duly elected to represent the same in the Congress of the United States.

Given under our hands this the 22d day of March, 1862.
