A message from the House of Representatives, by Mr. McPherson, its Clerk, announced that a quorum of the House had assembled and was ready to proceed to business.

The message also announced that the House had appointed Mr. E. B. WASHBURNE of Illinois, Mr. J. A. Garfield of Ohio, and Mr. James Brooks of New York, a committee to join such committee as may be appointed on the part of the Senate to wait on the President of the United States and inform him that a quorum of the two Houses is in session and ready to receive any communication he may be pleased to make.
