The State of Maryland to the Honorable the Senate of the United States, greeting:

Know ye, that the General Assembly of the State of Maryland, reposing especial trust and confidence in the sound judgment, discretion, and integrity of Hon. George Vickers, of the State of Maryland, have elected and appointed him one of the Senators to represent the said State in the Congress of the United States tor the unexpired term of Hon. Philip F. Thomas, who was refused a seat in the Senate of the United States; which term was for six years from and alter the 4th day of March, 1867, agreeably to the Constitution and laws of the United States and to the laws of the State of Maryland made in pursuance thereof.

In testimony whereof, I, Thomas Swann, Governor of the State of Maryland, have hereunto set my hand and caused the great seat of the said State to be affixed, at the city of Annapolis, on this 7th day of March, in the year 1838, and of the independence of the United States the ninety-second.
