Wyoming State Constitutional Convention 1889
The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Concerning Boards of Arbitration [File No. 84, Committee on Manufactures, Commerce, Live Stock Interests and Labor]
Section 1. The Legislature shall establish Boards of Arbitration. Whose duty it shall be to hear and determine all differences and controversies between laborers and their employers, which shall be submitted to them in writing by all the parties. Such Boards of Arbitration shall possess all the powers and authority in respect to administering ---- subpoenaing witnesses and compelling their attendance, perusing order during the sittings of the Board, punishing for contempt, requiring the production of papers and writings, enforcing their decisions, and all other powers and privileges in their nature applicable, conferred by law on the District Courts.
