Kearns, of Summit, presented a proposition for the judiciary. It contemplates a supreme court of three members and a superior or district court for every 20,000 inhabitants. Probate courts are to be done away with and each county is to have four terms of court each year. The supreme court judges are to hold for twelve years; the district judges for six. Salaries are well up, but the number of judges is cut down. County clerks are made clerks of the district courts.
