Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Reports from the Committee on Preamble and Declaration of Rights were presented for consideration. The Convention resolved into the Committee of the Whole. The committee reported their progress on the articles concerning the Legislative Department, Labor, Federal Relations, as well as Boards of Arbitration. Standing committees presented additional reports for consideration.

Absolute freedom of conscience in all matters of religious sentiment, belief and worship shall be guaranteed to every individual, and no one shall be disturbed in person or property on account of religion, but the liberty hereby granted shall not he so construed as to excuse licentiousness or justify practices inconsistent with the peace and safety of the state.
