The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The committee drafted a substitute for the article on Irrigation and Water Rights and referred it along with the report of the committee to the Convention for consideration.
Cheyenne, September 19, 1889. Mr. President:
Your committee No. 8 having had under consideration Files No. 35 and 57 report that they have agreed upon a substitute and return the same herewith and recommend that it be incorporated in the constitution.
