Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Propositions were presented by members of the Convention and referred to their respective committees. Reports of the standing committees were then presented. The Convention then resolved into the Committee of the Whole to consider the article on Municipal Corporations. The committee reported their progress, and the Convention received more reports from standing committees.

Qualifications of Electors

Par. 1. No person shall be deemed a qualified elector of this state, unless he be a citizen of the United States.

Par. 2. No person who is under guardianship, non compos mentis, or insane shall be qualified to vote at any election, nor shall any person convicted of treason or felony unless restored to civil rights.
