Wyoming State Constitutional Convention 1889
The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The reports of the standing committees were presented. The Convention then resolved into the Committee of the Whole. The committee reported their progress on the article on Judicial Department. A proposition concerning salaries was presented.

PROPOSITION by Mr. Hay,
Concerning Salaries of Public Officers.
Sec 1 All State County City Town and School Officers, excepting Justices of the Peace and Constables in Precints having less than fifteen hundred population, and excepting all Notaries Public, shall be paid fixed and definite salaries, The Legislature shall from time to time, fix the amount of such Salaries, as are not already stated in this Consstitution, which shall be in proportion to the value of the service rendered, and the duties performed.
Sec 2 The Legislature shall provide by law the fees that may be demanded by Justices of the Peace and Constables in precints where there are not more than fifteen hundred population, and of Notaries Public, and which said Officers may be allowed to retain as their compensation, but all othere State County & School Officers shall be required to pay into the Public Treasure all fees collected by them.
