The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The Committee on Rules reported the Rules of the Convention. The Convention resolved into the Committee of the Whole to consider the report. The Rules of the Convention was then taken up in the Convention and referred back to the Committee on Rules and then agreed to. The Committee on Ways and Means also presented reports before adjournment.

Sir: The “Sun” from the initiation of the question of statehood, for Wyoming, has been active in its advocacy of such measures as would speedily insure Wyoming's admission as a state.
It is anxious in any way in its power to promote the objects of the convention.
The “Sun” will furnish materials and do any or all printing that may be desired by the convention, on bids or estimates as may be agreed upon, trusting to compensation therefor to be hereafter provided by the legislature of the territory or the congress of the United States.
