The Civil Rights Act of 1875

Charles Foster

(April 12, 1828 — January 9, 1904) Charles Foster was a businessman, banker, and politician. Foster was born in Tiffin, Ohio in 1828. He attended school until he was twelve years old, when he started working in the dry goods business. Later in life, Foster worked in banking. He was elected as a Republican to the United States House of Representatives and served from March 4, 1871 to March 3, 1879. After serving in Congress, Foster was the Secretary of the Treasury under President Harrison until 1893.
