The Civil Rights Act of 1875

Richard P. Bland

(August 19, 1835 — June 15, 1899) Bland was a teacher, lawyer, and politician. Richard Parks Bland was born in Hartford, Kentucky in 1835 and moved to Missouri in 1855. He traveled West where he taught school for several years and practiced law. Bland was the treasurer in Carson County, Nevada from 1860 until the State government was organized in 1865, when he moved back to Missouri. He was elected as a Democrat to the United States House of Representatives and served from March 4, 1873 to March 3, 1895. After an unsuccessful reelection in 1894, Bland took a break from politics until he was elected again to the Fifty-Fifth and Fifty-Sixth Congresses and served again from March 4, 1897 until his death in 1899.
