The Civil Rights Act of 1875

Arthur I. Boreman

(July 24, 1823 — April 19, 1896) Boreman was an American politician, lawyer, and judge. Arthur Boreman was born in Waynesburg, Pennsylvania and moved to Virginia during childhood. In Virginia, Boreman studied law and was admitted to the bar in 1843 and practiced law until he was elected to the Virginia House of Delegates in 1855. He served in the House of Delegates from 1855 to 1861 and then presided over the convention to form the new State of West Virginia in 1861. He served as a judge of the circuit court in Virginia and was the first Governor of West Virginia from 1863 to 1869. He was elected as a Republican to the United States Senate from March 4, 1869 to March 3, 1875.
