The Civil Rights Act of 1875

James M. Hanks

(February 12, 1833 — May 24, 1909) Hanks was a lawyer, judge, and he was engaged in agriculture. James Hanks was born in Phillips County, Arkansas and attended college in Indiana, Tennessee, and Kentucky. He studied law and was admitted to the bar in 1855. After serving as a judicial district judge from 1864-1868, he was elected to Congress as a Democrat to the Forty-Second Congress from March 4, 1871 to March 3, 1873.
