He was born in County Tipperary, Ireland, and moved to South Troy, New York. Morrissey was a member of the State senate (1875 and 1877 - his death may 1, 1878). John was a elected as a Democrat to the 40th and 41st Congresses (March 4, 1867 - March 3, 1871) and was not reelected in 1863.
