Dear Mr Molyneaux and Dr Paisley,

The Secretary of State has received the memorandum you sent to him earlier today. He has asked me say that he will now initiate the further consultations with the other participants which he has previously said would be necessary.

It is clear to him that it will not be possible to hold a plenary session of the first strand of the talks on Monday (20 May). I will be advising the other parties to this effect. He is hoping to see them on Monday morning, and he would, therefore, be grateful if you were to be available in Parliament Buildings on Monday afternoon for a possible discussion with him.
