Proposing an amendment to the Constitution of the United States.
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two-thirds of both houses concurring,) That the following article be proposed to the legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three-fourths of said legislatures, shall be valid as part of the Constitution, namely:
ARTICLE XV.
Sec. 1. C[+e867585]The right of c[+e314551 -e867585]itizens of the United[+e314551]No[-e314551] Stateof African des[+e867585]s to vote and hold of[+e314551 -e867585]fi[+e314551]nt[+e867585]ce[+e314551] shalhave the same right to vote and to hold office in[+e867585]l [-e867585]not be [+e314551 -e867585]den[-e867585]ied[+e314551 -e867585]y or abridge[-e867585]d by[+e314551 -e867585] the [-e867585]United States or by [+e314551 -e867585]any St[+e314551]s and Territories as other[+e867585]at[+e314551 -e867585]right of its citizens to vote and hol[-e867585]d [-e314551]off[-e867585]ic[-e314551]ezens[+e867585] on account of [-e867585]race, color, or previous condition of servitude[+e314551].
Sec. 2. The Congress shall have power to enforce this article by appropriate legislation.
