A Bill

To amend the act passed March 23, 1867, entitled "An act supplementary to an act to provide for the more efficient government of the rebel States,” passed March 2, 1867, and to facilitate the restoration thereof.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That hereafter any el[+e866394]so much of the fifth s[-e866394]ection authorized by the[+e866394]of an[-e866394] act passed March 23, 1867, entitled “An act supplementary to an act to provide for the more efficient government of the rebel States, passed March 2, 1867, and to facilitate their [-e866394]restoration," shall be decided by[+e866394]as requires that[-e866394] a majority of all[-e866394] the registered [-e866394]votes actually[+e866394]of the district shall be[-e866394] cast; and at[+e866394] in favor of[-e866394] the elec[+e866394]ratification of t[-e866394]in the State [+e866427]he constitu[-e866394]tion [-e866399]in which[+e866394 -e866399]befo[-e866394]election district w[+e866399]re it becomes v[-e866399]al[-e866394]re[+e866399]i[-e866394]d[-e866399] [-e866394]be, and[-e866399] t[-e866394]offers to vote[+e866399]he same is hereb[-e866399]y, s[-e866394]n[+e866399]o [-e866399]far [-e866394]has[+e866399]mod[-e866399]if[-e866394], upon presentation of his certificate of registration, [+e866427]affidavit, or other satisfactory evidence [+e866432]under such regulations as the district commanders may prescribe[+e866427]i[-e866394] [+e866438]

Sec. 2. And be it further enacted, That the constitutional convention of any of the States mentioned in the acts to which this is amendatory may provide that at the time of voting upon the ratification of the constitution the registered voters may vote also tor members of the House of Representatives of the United States and for all elective officers provided for by the said constitution; and the same election officers who shall make the return of the votes cast on the ratification or rejection of the constitution shall enumerate and certify the votes cast for members of Congress[+e866438] and give certificates of election to those having the largest number of qualified votes[+e866438 -e866440].[+e866438]ed t[-e866394]d[+e866399]hat[-e866399] a m[-e866394]rein for ten days next preceding[+e866399]ajority of the [-e866399]qu[+e866394 -e866399]votes cast at the election [-e866399]o[+e866394 -e866399]for the [-e866399]adop[+e866394 -e866399]ratification or rejection[-e866399] of an[+e866394]election[+e866399]y c[+e866394 -e866399]the Constitution shall be considered as [-e866399]subm[+e866394 -e866399]valid[-e866399] and as affirming or rejecting the constitution. Sec. 2. And be [-e866394]it further enac[-e866394]ted, any person dul[+e866394]That the several States which ma[-e866394]y be [-e866394]regis[+e866394]construc[-e866394]ted unde[-e866394]r th[-e866394]e act of March 2, 1867, an[-e866394]d its supplements,[-e866394] may at the time of [-e866394]voting upon th[-e866394]e rat[-e866394]ificatio[-e866394]n any part[+e866394]of the constitution vote also for members[-e866394] of the S[+e866394]Congress, who shall be entitled to [-e866394]take [-e866394]th[-e866394]eir seats[-e866394] in which he[+e866394]the next session of Congress after their several States[-e866394] shall have been registered, w[+e866394]admitted into t[-e866394]he Union; and until a new appo[-e866394]rtionm[-e866394]ent[-e866394] t[-e866394]he may res[+e866394]election for sa[-e866394]id m[-e866394]embers[-e866394] sh[-e866394]all be according [-e866394]to[-e866394] the time of such election upon pre[+e866394]districts as they existed in 1858 and 1859, except when otherwi[-e866394]se provided for; a[-e866394]nd [-e866394]the s[-e866394]ame elec[-e866394]tive [-e866394]officers who make the retur[-e866394]n of hi[+e866394]the vote[-e866394]s cast on th[-e866394]e [-e866394]ra[-e866394]tification or r[-e866394]ejection[-e866394] of registra[+e866394]the constitu[-e866394]tion,[+e866394] shall en[-e866394]umerate a[-e866394]nd c[-e866394]er such regula[+e866394]tify the votes cast for the members of Congress, and give certificates of elec[-e866394]tions as[+e866394] to those having[-e866394] the district commanders[+e866394]largest number of votes and whom they[-e866394] may prescribe[+e866394]deem entitled thereto[-e866394].
