Be it resolved by[-e862140] the Senate and House of Re[-e862140]preservation[+e862140]nta-tives[-e862140] of the Union, and the protection[+e862140]ted States[-e862140] of all the mat[+e862140]Am[-e862140]eric[-e862140]al[+e862140] inte[+e862140] Cong[-e862140]rest[+e862140]s of the country; that it nee[+e862140]assembled, two-thir[-e862140]ds t[+e862140]of[-e862140] be [+e862140]obeyed ra[+e862140]ther than amended; and t[+e862140] houses concurring. T[-e862140]hat an extrication from our present dangers is to[+e862140]the following arti-cle[-e862140] be looked for in st[+e862140]proposed to the legislatu[-e862140]renuou[+e862140]s efforts to pre[+e862140]of the [-e862140]ser[+e862140]ve the peace, protect[+e862140]ral States as an amendment to[-e862140] the public property, and enforce[+e862140]Constitution of[-e862140] the laws, rather than in new guarantees for particular interests, compromises for particular difficulties, or concessions to unreasonable demands. Resolve[+e862140]United States, which, when ratified by three-fourths of said legislatures, shall be vali[-e862140]d, Tha[+e862140]to[-e862140] all attempts to dissolve the present Union, or ove[+e862140]intents and purposes, as pa[-e862140]rthrow[+e862140] or abandon[+e862140]f[-e862140] the present[+e862140]said[-e862140] Constitution, with the hope or expectation of constructing a new one, are dangerous, illusory, and destructive; that in the opinion of the Senate of the United States no such reconstruction is practicable; and, therefo[+e862140] [-e862140]

No amendment shall be made to the Constitution which will authorize or give to Congress power to abolish or interfe[-e862140]re, to the maintenance of[+e862140]within any State, with[-e862140] the dom[-e862140]exi[+e862140]sting Union and Co[+e862140]c i[-e862140]nstitution should be directed all the energies of all the departments of the Government, and[+e862140]s thereof, including that of persons held to labor or service by[-e862140] the effort[+e862140]law[-e862140]s of all good citizens[+e862140]said State[-e862140].
