Joint Resolution to amend the Constitution of the United States.
Be it resolved by the Senate and House of Representa-tives of the United States of America in Congress assembled, two-thirds of both houses concurring. That the following arti-cle be proposed to the legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three-fourths of said legislatures, shall be valid, to all intents and purposes, as part of the said Constitution,

No amendment shall be made t[+e844048]of[-e844048] the[+e844048]is[-e844048] Constitution which will authorize [+e844048]having f[-e844048]or g[+e844048]ive [+e844048]to Congres[+e844048]s power to abolish or[+e844048]object any[-e844048] interfere,[+e844048]nce[-e844048] within any[+e844048]the[-e844048] State,[+e844048]s[-e844048] with the domes[+e844048]rela-tion between their citizens and those described in sec[-e844048]tion se[-e844048]c-ond[-e844048] of the f[-e844048]irst article of the Co[-e844048]nstitution a[-e844048]s “all o[-e844048]thereof, including[+e844048] per-sons,” shall originate with any State[-e844048] that of persons held to labor[+e844048]does not recognize that relation within its own limits,[-e844048] or service by[+e844048]hall be valid without[-e844048] the laws[+e844048]assent[-e844048] of said[+e844048]every one of the[-e844048] States composing the Union[-e844048].
