Proposing to amend the Constitution of the United States.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two-thirds of both houses concurring,) That the following article [-e871054]be proposed to the L[+e738982]l[-e738982]egislatures of the several States,[-e738982] as an amendment to the Constitution of the United Stat,[+e871054]e[-e871054]s;[+e738982],[-e738982] which, when ratified by three [+e738982]-[-e738982]fourthssuch[+e871054] of the [-e871054]said L[+e738982]l[-e738982]egislatures, shacome[+e871054]ll[-e871054] be val[-e871054]id as parthe [+e871054]t of said Constitutin place of the third paragraph of the second section of the first article, to wit: [+e871054]

Representatives and di[-e871054]rect taxes shall be apportioned among the several States which may be included within this Union accordin number of male ci[+e871054]g to thei[-e871054]r zens o[+e871054]rer twenty-one years of age hav[+e871054]spective number[-e871054]s, countqualifications requisite fo[+e871054]ing the who[-e871054]leelectors [+e871054] nuthe most numerous bran[+e871054]mber of perso[-e871054]ns of the [+e871054]in ea Legislature.
