JOINT RESOLUTION
Proposing to amend the Constitution of the United States.
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two-thirds of both houses concurring,) That the following article be proposed to the L[+e738959]l[-e738959]egislatures of the several States,[-e738959] as an amendment to the Constitution of the United States, which, when ratified by three [+e738959]-[-e738959]fourths of the [-e738959]said L[+e738959]l[-e738959]egislatures, shall be valid to [+e738959]all intent[+e738959]s and purposes as a [+e738959]part of said Constitution, namely[+e738959]viz[-e738959]:
ARTICLE XIII[+e738959]—[-e738959].
SEC. 1. [+e738959]Representatives in Congres[+e738959]and direct taxe[-e738959]s shall be apportioned among the several States which may be included within this Union according to their respective number of qualified electors. The actual e[+e738959]s, counting the whole [-e738959]numb[-e738959]eration shall be made [+e738959] of persons in each State, exclud[-e738959]ing Indians not[-e738959] the year 1870, and within [+e738959]axed: Provided, That when[-e738959]every subsequent term of ten years, in such manner as Congress[+e738959] the elective franchise[-e738959] shall by law direct. SEC. 2. Direct taxes shall be apportioned among the several[+e738959]e denied or abridged in any[-e738959] States[+e738959] on[-e738959] according to the appraised value of taxable property[+e738959]unt of race or color, all persons[-e738959] respectively. The rule of appra[+e738959]of such race or color shall be excluded from the bas[-e738959]isement[+e738959] of represen[-e738959]tax[+e738959]ation shall be uniform[+e738959].
