A Bill

To amend the act passed March 23, 1867, entitled "An act supplementary to an act to provide for the more efficient government of the rebel States,” passed March 2, 1867, and to facilitate the restoration thereof.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That hereafter any el[+e866493]so much of the fifth s[-e866493]ection authorized by the[+e866493]of an[-e866493] act passed March 23, 1867, entitled “An act supplementary to an act to provide for the more efficient government of the rebel States, passed March 2, 1867, and to facilitate their[-e866493] restoration," shall be decided by[+e866493]as requires that[-e866493] a majority of all [-e866493]the registered [-e866493]votes actually cast; and at[+e866493]of[-e866493] the election in which the que[+e866493]district shall be ca[-e866493]st [-e866493]io[+e866493]n favor [-e866493]of the r[-e866493]adop[+e866493]tion or rejec[+e866493]fica[-e866493]tion of any[+e866493]the[-e866493] constitution is submitted, any person duly registered in the State may vote in the election district where he offers to vote when he has resided[+e866493]before it becomes valid be, and the same is hereby, so far modified that a majority of the votes cast at[-e866493] therei[+e866493] electio[-e866493]n for ten days next preceding such elec[+e866493]he ratifica[-e866493]tion, upon presenta[+e866493] or rejec[-e866493]tion of t[-e866493]his certificat[+e866493]e of registra[+e866493]Constitu[-e866493]tion, affidavit, or oth[+e866493] shall be consid[-e866493]ered[-e866493] s[+e866493]ati[+e866493]sfactory[+e866493] e[+e866493]val[-e866493]idence under such regulations as[+e866493] and as affirming or rejecting[-e866493] the district commanders may prescribe[+e866493]constitution[-e866493].

Sec. 2. And be it further enacted, That the constitutional convention of any of the[+e866493]several[-e866493] States mentioned in[+e866493]which may be reconstructed under[-e866493] the acts to which this is amendatory[+e866493] of March 2, 1867, and its supplements,[-e866493] may provide that [+e866493]at the time of voting upon the ratification of the constitution vo[-e866493]th[+e866493]e registered voters may vote also tor members of[+e866493]also for members of Congress, who shall be entitled to take their seats in[-e866493] the Hou[+e866493]next [-e866493]session[-e866493] of Represen[+e866493]Congress after their several S[-e866493]tativ[+e866493]es of the Un[+e866493]shall have been adm[-e866493]itt[-e866493]ed States[+e866493]into the Union;[-e866493] and for all[+e866493]until a new apportionment the[-e866493] elective offic[+e866493]on for said memb[-e866493]ers provided for by[+e866493]shall be according to[-e866493] the di[-e866493]stricts [-e866493]as they ex[-e866493]iste[-e866493]d constitution[+e866493]in 1858 and 1859, except when otherwise provided for[-e866493]; and the same election[+e866493]ve[-e866493] officers who shall [+e866493]make the return of the votes cast on the ratification or rejection of the constitution shall enumerate and certify the votes cast for the [-e866493]members of Congress, and give certificates of election to those having the largest number of votes and whom they may deem entitled thereto[-e866493].
