Joint Resolution to amend the Constitution of the United States.
Be it resolved by the Senate and House of Representa-tives of the United States of America in Congress assembled, two-thirds of both houses concurring. That the following arti-cle be proposed to the legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three-fourths of said legislatures, shall be valid, to all intents and purposes, as part of the said Constitution,

No amendment shall be made t[+e844053]of[-e844053] the[+e844053]is[-e844053] Constitution which will authorize [+e844053]having f[-e844053]or g[+e844053]ive [+e844053]to Congres[+e844053]s power to abolish or[+e844053]object any[-e844053] interfere,[+e844053]nce[-e844053] within any[+e844053]the[-e844053] State,[+e844053]s[-e844053] with the dom[+e844053]rela-tion between their citizens and those d[-e844053]escribed in sec[-e844053]tion se[-e844053]c-ond of[-e844053] the f[-e844053]irst article of the Co[-e844053]nstitution a[-e844053]s “all o[-e844053]thereof, including[+e844053] per-sons,” shall originate with any State[-e844053] that of persons held to labor[+e844053]does not recognize that relation within its own limits,[-e844053] or service by[+e844053]hall be valid without[-e844053] the laws[+e844053]assent[-e844053] of said[+e844053]every one of the[-e844053] States composing the Union[-e844053].
