ARTICLE XXI

SALARIES

Section. 1. All State, d[+e698023]D[-e698023]istrict, c[+e698023]C[-e698023]ity, c[+e698023]C[-e698023]ounty, t[+e698023]T[-e698023]own and s[+e698023]S[-e698023]chool o[+e698023]O[-e698023]fficers, excepting n[+e698023]N[-e698023]otaries p[+e698023]P[-e698023]ublic, b[+e698023]B[-e698023]oards of a[+e698023]A[-e698023]rbitration, c[+e698023]C[-e698023]ourt c[+e698023]C[-e698023]ommissioners, j[+e698023]J[-e698023]ustices of the p[+e698023]P[-e698023]eace and c[+e698023]C[-e698023]onstables, shall be paid fixed and definite salaries: Provided, T[+e698023]ROVIDED, t[-e698023]hat city justices may be paid by salary when so determined by the m[+e698023]M[-e698023]ayor and c[+e698023]C[-e698023]ouncil of such cities.

Sec. 2. The Legislature shall provide by law,[+e698023] the fees which shall be collected by all officers within the s[+e698023]S[-e698023]tate. Notaries p[+e698023]P[-e698023]ublic, b[+e698023]B[-e698023]oards of arbi[+e698023]Adminis[-e698023]tration, c[+e698023]C[-e698023]ourt c[+e698023]C[-e698023]ommissioners, j[+e698023]J[-e698023]ustices of the p[+e698023]P[-e698023]eace, and constables paid by fees,[+e698023] shall accept said fees as their full compensation. But all other State, d[+e698023]D[-e698023]istrict, c[+e698023]C[-e698023]ounty, c[+e698023]C[-e698023]ity, t[+e698023]T[-e698023]own,[-e698023] and s[+e698023]S[-e698023]chool o[+e698023]O[-e698023]fficers,[+e698023] shall be required by law to keep a true and correct account of all fees collected by them, and to pay the same into the proper treasury, and the officer whose duty it is to collect such fees shall be held responsible under his bond for the same.
