Nor[+e675777]The Legislature of the United States[-e675777] shall not oblige Vessels belonging to Citizens thereof, or to foreigners, to enter or pay duties, or imposts in [-e675777]any regulation of commerce[+e675777]other State than in that to which they may be bound, or to clear out in any other than the State in which their cargoes may be laden on board — Nor shall any privilege,[-e675777] or immunity, be g[-e675777]rant[-e675777]ed to any [-e675777]venue give[+e675777]ssels on entering, clearing out, or paying duties or imposts in one State in[-e675777] preference to ano[-e675777]the ports[+e675777]r[-e675777]. Should it be judged expedient by the Legislature[+e674050 -e675777] of [+e674050]one[+e675777]the United[+e674050 -e675777] State[+e674050]s that[+e674050 -e675777] o[+e674050]ve[+e675777]ne o[+e674050 -e675777]r [+e674050]more ports for collecting duties or imposts other than [+e674050 -e675777]those [+e674050]ports [+e674050 -e675777]of [+e674050]entr[+e674050 -e675777]an[+e674050]ot[+e675777]ce and clearance already establis[+e674050 -e675777]he[+e674050]d by the [+e674050 -e675777]r[+e674050]espective States[+e674050 -e675777] [+e674050]sh[+e674050 -e675777]o[+e674050]uld be established, the Legislatu[+e674050 -e675777]r[+e674050]e[+e674050 -e675777] o[+e674050]bl[+e675777]f the U. S. shall s[+e674050 -e675777]ig[+e674050]nify th[+e674050 -e675777]e [+e674050]Vessels bound[+e675777]same to the Executive of the respective States ascertaining the number of such ports judged necessary;[+e674050 -e675777] to [+e674050]be laid by the said Executives bef[+e674050 -e675777]or[+e674050] from any St[+e675777]e the Legislatures of the States at their next session; and the legisl[+e674050 -e675777]at[+e674050]ur[+e674050 -e675777]e [+e674050]to enter, clear, or pay[+e675777]of the U. S. shall not have the power of fixing or establishing the particular ports for collecting[+e674050 -e675777] duties [+e674050]or imposts [+e674050 -e675777]in an[+e674050]other. [+e675777]

And all[+e675777]y State except the Legislature of such State shall neglect to fix and establish the same during[+e674050 -e675777] t[+e674050]heir first sessi[+e674050 -e675777]on[+e674050]nage,[+e675777] to be held after such notification by the legislature of the U.
